Toilet training issues

Simba goes to the toilet outside but goes inside also. I take it out 1 a night and 3_4 a day how can I help this issue my German Shepard learnt really quick ?

Their not accidents their on purpose 9 weeks

There's no way a 9 week old pup can be fully house trained and you aren't taking him out nearly often enough for his age.

Twelve.

Yes, literally twelve. Puppies are only physically capable of holding it for a little more than an hour for every month of his age. So he has to potty every two hours or so.

5 times is not nearly enough, for such a baby.Please read the article below .It gives guidelines on how to potty train and the amount of times a puppy should be taken to empty his/her bladder, related to age:
