Bringing new puppy home! leash question

I just had a quick question about bringing my 3 month old into her new home. would you recommend using a leash at this age around the house?? i ask cause she is to scared to move around some parts of the house and when i call her to a certain area she runs away to my room cause she feels safer there but in order to potty we need to pass a stair case ...
and just in general it feels like it would be a good idea as she being a puppy to have her around the leash at all times in the house but im afraid when i take the leash off shes going to feel like she doesnt have to listen to me any more... help!? thanks

Puppies should not be loose in the house. If they are not house broken, they should be on a leash, or confined to the room you are in. They should never be out of sight from you. They are babies, who cannot be trusted not to get into trouble and/or hurt themselves. :)
